Laws must be amended to reflect social changes

My mind went back in time after I published two articles recently about judges making errors on an issue raised recently about the community protection act.

I recalled the interview with the director of the Legal and Judicial Studies Centre at the Ministry of Justice, who is a legal counsellor. It was published recently in local newspapers. Abolition of the community protection law was demanded, since it is inconsistent with the constitution of Qatar. 
I stress here that the law was made to protect the community, as its name suggests. It is possible that there is an error by law enforcement personnel, and not in the law itself.
There is a need to amend certain laws due to the social changes that have taken place. 
From time to time institutions amend their laws based on changing circumstances. In this context, the legal counsellor mentioned the importance of all members of the Qatari society being aware of the country’s laws. All those working in the legal field must also improve their skills and tools. 
The world has become a village and it no longer accepts old-fashioned ways. Every day there is a new amendment and evolution based on modern developments.
I agree with the legal counsellor that the fault lies with the law enforcement agencies, because there is no defect in the law. Each law undergoes long study by experts and no legislative instrument is put in place without study.
Cheating and manipulation of the law are dangerous to any society. These crimes require special legislation to confront them. The inadequacy of legal provisions to protect society from criminal acts that are increasing day by day was clear earlier. 
Amendments are needed in some of the provisions of the existing law to protect citizens from their harmful effects.
Modification and updating of laws is important to develop effective legal measures to deter those who commit such acts and to quickly decide cases of fraud, so as to deliver justice better.
