Emir ratifies Cabinet decision & issues decrees

Emir H H Sheikh Tamim bin Hamad Al Thani yesterday ratified Cabinet’s Decision No 33 of 2017 for setting up a Committee to resolve administrative disputes arising from the application of provisions of the Law regulating Tenders and Auctions and its Executive Regulation as well as the rules and procedures to be followed before it.
The Decision shall be implemented and effective from the day following the date of its publication in the Official Gazette.
The committee will study the applications seeking the settlements of the disputes, memorandums and other documents submitted by all parties.
The applicant can withdraw the case by notifying to his opponent or in a written memorandum signed by him or his representative with informing to his opponent or verbal announcement in the session.
But the applicant could not withdraw the case if second party submitted his request unless it is acceptable for him.
It is not allowed to submit defending documents or memorandums after the case was reserved for final decision unless the committee allowed to do so and the papers should be submitted within the given time and the second party should be notified about these documents.
The decision will be in writing and signed by the head of the committee and its secretary. The committee will make correction of the errors by itself or upon the request of the applicants. The correction should be on the original copy of the decision with the signatures of the head of the committee and its secretary.
The fees for seeking settlement of dispute in a request submitted to the committee is QR1,000. The Cabinet decision will come into effect from the second day of the publication in official gazette.
The Emir also ratified the Cabinet’s Decision the Cabinet Decision No. 34 of 2017 on the implementation of the provisions of Law No. (24) of 2002 on Retirement and Pensions for Qatari Employees in Qatar Institute for Exhibitions and Conferences Development and Al Sraiya Holding
Group.
The Decision shall be implemented and effective starting from the date of its issuance and it shall be published in the Official Gazette.
The Emir issued Decree No 58 of 2017 ratifying an Air Services Agreement between the Government of Qatar and the Government of Saint Vincent and the Grenadines signed in Doha on March 20, 2017, which text is annexed to this decree.
The agreement shall have the power of law in accordance with Article 68 of the Constitution.
The Emir also issued Decree No 59 of 2017 ratifying an agreement of cultural cooperation between the Government of Qatar and the Government of Greece signed in Doha on January 29, 2013, which text is annexed to this Decree.
The agreement shall have the power of law in accordance with Article 68 of the Constitution.
The Emir also issued an instrument of ratification approving a draft MoU for cooperation in the field of agriculture between the Government of Qatar and the Government of Turkey signed in Trabzon on December 18, 2016.
The Emir issued an instrument of ratification approving the ratification of an agreement on the exemption of visas requirements for holders of diplomatic and special passports between Qatar and Poland, signed in Warsaw on May 5, 2017.
