Doha, Qatar: The Cabinet has approved in May 2026 a series of decisions and draft laws targeted at advancing social development, strengthening family cohesion, enhancing governance, and supporting the country's digital transformation efforts.
In a statement by the Council of Ministers Secretariat General, the Cabinet's decisions reflected the State's commitment to empowering social professions and volunteer work while reinforcing community engagement and social cohesion.
The Minister of Justice and Minister of State for Cabinet Affairs, HE Ibrahim bin Ali Al Mohannadi said the approved measures demonstrate the strong alignment between legislative and executive authorities to promote policies and initiatives that support families and society.
The Cabinet among the key decisions approved a draft law on electronic invoicing and its implementing regulations. The legislation was prepared by the Ministry of Finance in coordination with the General Tax Authority, aimed at keeping pace with digital transformation and providing reliable databases.
Another draft law regulating the practice of social professions was also approved. The legislation seeking to support the participation of the private and non-profit sectors in delivering social services was put together by the Ministry of Social Development and Family within a framework that promotes governance, transparency, and sustainability.
In the education sector, the Cabinet approved a draft law regulating private schools. The legislation prepared by the Ministry of Education and Higher Education, sought to update the legal framework governing private schools, enhance governance, and ensure the quality of education.
The Cabinet further approved a draft decision by the Minister of State for Energy Affairs extending the reconciliation deadline stipulated in Law No. 23 of 2025 on water matters.
Another draft decision approved by the Cabinet specifies fees applicable to licences related to health research, prepared by the Ministry of Public Health.
On international affairs, the Cabinet approved a draft memorandum of understanding on legal cooperation between the Ministry of Justice of Qatar and the Ministry of Justice of Bosnia and Herzegovina, designed at strengthening collaboration in legal and judicial matters.
The Cabinet also reviewed several reports related to Qatar's participation in regional and international events.
These included a report on the outcomes of participation in the High-Level Arab Conference on the Implementation of the Doha Political Declaration of the Second World Summit for Social Development and the 45th Ordinary Session of the Council of Arab Ministers of Social Affairs held in Hashemite Kingdom of Jordan in December 2025.
The Cabinet additionally reviewed the 2025 annual report on the work of the Permanent Committee for Rescue, Relief, and Humanitarian Aid in Disaster-Stricken Areas in Sisterly and Friendly Countries.
A report on Qatar's participation in the 30th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP30), held in Brazil in November 2025, was also reviewed.
