House Majority leader at Mandaluyong City Rep. Neptali Gonzales II proposed that the Lower Chamber should put to vote first the Charter Change on economic provisions or the Resolution of Both Houses (RBH) No. 1 before the proposed Bangsamoro Basic Law.
He said if about 250 House members could attend the plenary session this week, he would push for the voting of Speaker Feliciano Belmonte Jr.’s resolution, which seeks to amend the antiquated and restrictive provisions of the 1987 Constitution.
“So long as we have substantial number (of members) sa floor, let us say 289, kung may mag-respond diyan sa roll call na 250, pwede na namin pagbotohan ang RBH1,” he said.
Gonzales said the Cha-cha resolution will be put to vote on third and final reading if there are enough warm bodies on the floor as it needs to muster a three-fourths vote of all members of Congress or at least out 217 of the 289 members of the Lower House.
His proposal came after 12 senators agreed that the peace measure needs refinements.
