A travel agency worker takes part in a protest demanding the government pay airlines in front of tourism ministry building in Caracas. Venezuela owes airlines some $4bn, according to the International Air Transport Association, because the airlines have to sell tickets in the local bolivar currency but cannot get approval to repatriate the revenue.
