Doha, Qatar: Forbes Middle East has released its annual ranking of the Top Healthcare Leaders 2025, highlighting individuals driving transformation in the region's healthcare industry. The list is divided into two categories:

• Top 50 Founders & Shareholders, honouring those reshaping the healthcare landscape through ownership and strategic leadership.

• Top 100 Executives & CEOs, recognising leaders of the region’s largest and most influential healthcare organisations.

This year’s edition features changemakers redefining the future of healthcare in the Middle East. With regional players scaling up, many have deepened partnerships with governments to align with national visions, promote localisation, and boost innovation in pharmaceuticals and health technologies.

Forbes evaluated each leader based on various factors, including company size, impact on the healthcare sector, innovation, achievements, experience, operational scope, transparency, sustainability, and CSR initiatives.

From Qatar, ten professionals were recognised for their leadership across both lists.

#7 Moutaz Al-Khayyat - Chairman, Estithmar Holding


Al-Khayyat has chaired Estithmar Holding since 2022. In H1 2025, the company reported a net profit of $127.3 million on revenues of $842 million, recording year-on-year growth of 97% and 87%, respectively. New income streams include hospitals in Iraq, Karbala, and Libya, as well as ongoing construction of the Algerian Qatari German Hospital. Al-Khayyat also chairs multiple major entities, including Power International Holding, UCC Holding, Baladna, Assets Real Estate Development, Aura Group, and TMT Communications.

#47 Mohammed Miandad VP - Chairman & Managing Director, 33 Holdings Global

Miandad has led 33 Holdings Global since 2011. The group's healthcare portfolio in Qatar includes surgical centers, clinics, pharmacies, rehabilitation facilities, dental prosthetic labs, and medical ed-tech institutions. In July 2025, its subsidiary ABM4 Scientific signed new distribution deals with major pharmaceutical firms in Doha. Through Naseem Healthcare, it also launched a new Super Specialty Surgical Center and opened its fourth facility in Al Khor. Miandad also serves as Managing Director of Medinova Healthcare in Africa and Director of Dfine Dental Lab in Qatar.

#2 HE Mohammed bin Khalifa Al Suwaidi - Managing Director, Hamad Medical Corporation (HMC)

HE Al Suwaidi took over as Managing Director in November 2024. HMC’s vast network includes hospitals, mental health facilities, home care, and ambulance services. In H1 2025, it provided 2.4 million patient encounters, over 196,000 interventions, and 209,000 ambulance operations. The organization also launched a Geriatric Musculoskeletal Physiotherapy Clinic at Qatar Rehabilitation Institute. His Excellency is also Vice President of the Qatar Football Association.

#12 Joseph Hazel - Group CEO, Apex Health

Hazel became CEO in 2023. Apex Health operates nine hospitals across Qatar, Iraq, Libya, and Algeria, with more than 4,000 beds and a staff of 20,000. In August 2025, it secured an Investment License from Iraq’s National Investment Commission to build a 400-bed private hospital in Baghdad, with 80 outpatient clinics and a projected 600,000 outpatient visits annually. Hazel also serves on the Advisory Board of the Arab Hospitals Federation and is Managing Director of EWS.

#33 Iyabo Tinubu-Karch - CEO, Sidra Medicine

Tinubu-Karch has led Sidra Medicine since November 2022. In 2025, Sidra signed key partnerships with Children’s Hospital Los Angeles and Great Ormond Street Hospital for collaboration on pediatric care, research, and training. In April, Sidra performed one of the region’s first neurosurgical intraventricular baclofen therapies. In June, it opened Qatar’s first pediatric Hematopoietic Stem Cell Transplant Ward. Tinubu-Karch brings 28 years of experience, having served in senior clinical roles in the US healthcare system.

#44 Fatih Mehmet Gul - CEO, The View Hospital

Gul became CEO in 2024, after previously leading Dr. Soliman Fakeeh Hospital in Jeddah. The View Hospital in Qatar opened in 2022 through a partnership between Elegancia Healthcare (a subsidiary of Estithmar Holding) and Cedars-Sinai. In August 2025, it signed an MoU with Ooredoo and Cedars-Sinai to enhance tech-enabled care and expand services via Korean Medical Center. Gul is also an Honorary Professor at UCL Global Business School for Health.

#62 Javaid I Sheikh - Dean & CEO, Weill Cornell Medicine—Qatar (WCM-Q)

Sheikh has held his current role since 2010, after joining WCM-Q in 2007. In February 2025, he led the launch of Sehatuha, a women's health initiative for Arabic-speaking women, in collaboration with Qatar’s Ministry of Public Health. Between July 2024 and June 2025, WCM-Q's Institutional Review Board handled 258 submissions and reviewed 48 new research studies. Sheikh is also a Professor of Psychiatry at WCM-Q and Professor Emeritus at Stanford University.

#80 Khalid Al-Emadi - CEO, Medicare Group (MCGS)

Al-Emadi has led MCGS since 2013. Formerly Al-Ahli Specialized Hospital, the group operates Al-Ahli Hospital, while expanding into new facilities such as Al-Ahli Center for Healthy Nutrition (Hemya), Enaya Healthcare Services, and Al-Ahli Rehabilitation and Physiotherapy Center (Raya). In June, it signed a strategic partnership with Hamad Medical Corporation to expand healthcare access for Qatari citizens.

#91 Khalid Ali Al Mawlawi - Director-General, Aspetar

Al Mawlawi took over as Director-General in October 2023, after joining Aspetar in 2016. The hospital treats over 1,000 athletes annually and manages a 43-clinic network, with a research portfolio spanning 1,500+ publications. Aspetar has created specialised hubs for sports groin pain, cartilage, and spine injuries. Al Mawlawi was formerly Deputy Director-General and Chief Tournament Experience Officer for the FIFA World Cup Qatar 2022.

#92 Rola Hammoud - CEO, Aman Hospital Doha

Hammoud became CEO in April 2025. In June, Aman Hospital became the first private hospital in Qatar to perform neurosurgery using a 3D-printed implant. With 25 years of global healthcare experience, she previously served as Senior Commissioning Consultant at Fakeeh Care Group and President of the American College of Healthcare Executives – MENA Chapter. Hammoud is the founder of the Lebanese Society in Quality and Safety in Healthcare. She is also an advisor to the WHO Academy, and a member of the Harvard Business Review Advisory Council.

According to Forbes, the Middle East’s healthcare sector is entering a new phase shaped by digital innovation, AI, local manufacturing, and cross-border collaborations. Deloitte estimates the regional medical robotics market will grow from $626 million in 2024 to over $811 million by 2028.
