Brussels: The leaders of the 28 European Union nations said in a rare joint statement Tuesday that the Brussels bombings were an attack on democracy and pledged to combat terrorism "by all necessary means".

The attacks on the airport and the metro in the heart of the EU's capital killed around 35 people and wounded about 200 more.

"The European Union mourns the victims of today's terrorist attacks in Brussels. It was an attack on our open democratic society," said the statement by the leaders of the EU's member states and the EU institutions.

"The European Union and its member states stand firm with Belgium in solidarity and are determined to face this threat together with all necessary means," it said.

"This latest attack only strengthens our resolve to defend the European values and tolerance from the attacks of the intolerant. We will be united and firm in the fight against hatred, violent extremism and terrorism."
