The Mindanao peace process continues to encounter rough sailing.
While the fate of the proposed Bangsamoro Basic Law (BBL) remains uncertain in Congress, another problem cropped up when two petitions were filed yesterday asking the Supreme Court to declare unconstitutional two agreements signed by the government with the Moro Islamic Liberation Front (MILF) that allows the setting up of a Bangsamoro government in lieu of the Autonomous Region in Muslim Mindanao (ARMM).
The first petition was filed by the Philippine Constitution Association (Philconsa), which pleaded for the issuance of a temporary restraining order (TRO), while the second case was lodged by former Negros Oriental Rep. Jacinto Paras.
Both petitions challenged the Framework Agreement on the Bangsamoro (FAB) signed on October 12, 2012, and the Comprehensive Agreement on the Bangsamoro (CAB) signed on March 27, 2014.
CAB is the final peace agreement signed between the government and the MILF, while FAB lays down the principles for the establishment of an autonomous political entity for the Bangsamoro.
