New construction guidelines issued

DOHA: All construction sites must mandatorily display boards carrying the names of the contractor and subcontractors — if any — and the project owner and details such as building licence number, name of the engineering consultancy firm and its mobile and landline numbers.
The boards must also mention the date of the start of a project and its likely completion and the name and contact details of the project in-charge and his emergency mobile numbers. 
The letters used on the boards must not be less than eight centimetres in height and the numbers used must be at least 6cm in height in black in Arabic or additionally in English. The background of all boards must be white.
The maximum height at which such a board must be put is 3.5 metres from the ground and its size must not exceed 5x4 metres or a total area of 20sqm. 
Such a board for bigger projects (involving building space of more than 5,000sqm and eight storeys) must hang on poles with cemented pillars.
The minimum height at which a construction site board is to be put up is 70cm from the ground.
All construction site boards, including safety and cautionary signs inside a project site, must be removed within seven days from the date the completion certificate of a project has been issued by the municipality concerned. All boards and safety and cautionary signs on a construction project site or the site of a building maintenance work must be put up with prior permission of the municipality concerned.
Lighting on such a board, if required, should be such that it should not annoy people, including motorists, and should in no way obstruct their view or deflect their vision.
Size requirements for boards will vary depending on the size of the project. For smaller construction projects, the width of the board must not be more than 1.5x2 metres, while the height should be 2.4 metres maximum.
Fencing is needed by all construction sites and its height should not be less than two metres and more than 5.5. Buildings being demolished and face the road must be covered with curtains to prevent dust from spreading.
Construction sites involving over 10,000sqm of building works that have fencing of more than 150 metres long must have more than one board. 
There must not be an opening of more than 8cm between two fencing sheets and a sheet must not be more than 30cm from the ground level.
The Minister of Municipality and Urban Planning yesterday issued three Ministerial Decisions (No. 120, 21 and 122) containing these guidelines for construction of a building, demolition and maintenance work. The Peninsula
