House panel approves bill on hiring of foreign workers

The House Committee on Labor and Employment has approved a bill seeking to enhance the regulation of employment of foreign nationals in the country.

The House panel, chaired by Davao City Rep. Karlo Alexei B. Nograles passed House Bill 5470 seeking to amend the Labor Code of the Philippines.

In a related development, detained Sen. Jose ‘’Jinggoy’’ Ejercito Estrada yesterday sought a Senate review of restrictions on the employment of non-residents or foreign nationals.

Estrada said a Senate review through a public hearing of his Senate Bill No. 2760 would hopefully lead to the improvement of regulations, monitoring and compliance mechanisms for the employment of foreign workers.

The proposed legislation, according to Estrada, also seeks to make training and transfer of skills and technology mandatory from foreign workers to their local counterparts, as part of the condition for their employment.

HB 5470 provides that all non-resident foreign nationals seeking employment in the country shall obtain an employment permit from the Department of Labor and Employment (DOLE).
