Doha: Prime Minister and Interior Minister H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani chaired the Cabinet’s weekly meeting at its Emiri Diwan premises yesterday.
Following the session, Deputy Prime Minister and Minister of State for Cabinet Affairs H E Ahmed bin Abdullah bin Zaid Al Mahmoud said the Cabinet reviewed topics on the agenda and took decisions and measures.
It approved five draft decisions of the Minister of Economy and Commerce, including specifying a guideline model for contracts of commercial agencies; identifying requirements for outlets selling gemstones and precious metals; and issuing a memo format for tracing and evidence of crimes committed in violation of provisions of the Law of Commercial Companies.
The other decisions are related to selling through advertisements, and amending some provisions of the ministerial decision No. 5 of 1984 regrading selling through promotions and sales.
The Cabinet also endorsed a draft decision of the Minister of Communications and Information Technology related to amending some provisions of decision No. 15 of 2015 on establishing frequency spectrum fees.
It also approved that provisions of Law No. 24 of 2002 on retirement and pension shall apply to Qataris in several companies.
The session approved a draft protocol for cooperation between the Supreme Education Council and the Moroccan Ministry of Higher Education, Scientific Research and Professional Training to bring Moroccan cadres to teach in Qatar.
It took decisions after reviewing a draft law on equality between GCC citizens and Qataris regarding the practice of activities, professions and economic and social services; a draft law amending some provisions of Law No. 7 of 1987 on regulations related to GCC citizens practising commercial activities in Qatar; and a draft law on permitting companies in GCC countries to open branches in Qatar.
A letter by the Minster of Development Planning and Statistics to review a report on developmental challenges in Qatar and proposed procedures to enhance implementation and build momentum; a letter by the president of Qatar Media Corporation on a proposal for authorising the corporation to establish an information production and marketing company; and a letter by the chairman of Tax Complaints Committee at the ministry of finance on its report on the panel’s activities from this January 1 until June 30.
This panel, set up by the ministry, under chairmanship of a judge from Court of Appeal, with two representatives of concerned authorities, specialises in ruling on complaints by those entitled to pay taxes. It refers periodical reports to the Cabinet on the number of the complaints referred to it, their types, causes, rules and recommendations.
