The State Cabinet yesterday took the necessary measures to issue a draft law amending some provisions of the criminal law, which was issued as Law No. 11 of 2004, after referring to the recommendation of the Advisory Council on the draft law.
According to the bill, anyone who takes or circulates photos or videos of the injured and victims of accidents through any device in any unauthorised way will to be punished. In addition, the session approved a draft cabinet decision to establish national committee on combating drugs. The Ministry of Interior has prepared the draft decision with the aim of establishing a high-level committee that supervises implementation of state policies in field of combating drugs in all forms, types and names.
According to the provisions of the bill, the committee is to be established at Ministry of Interior under the name of national committee on combating drugs.
The Minister of Interior acts as chairman of the committee and the minister of justice shall be vice chairman. As for members, the committee comprises Minister of Public Health, Minister of Education and Higher Education, Minister of Endowments and Islamic Affairs, Minister of Culture and Sports, Ministry of Interior’s Director General of Public Security, head of General Authority of Customs, and head of the Ministry of Interior’s Criminal Investigation Department.
The committee will have powers of drawing public policy, coordinating official and popular efforts in combating and preventing drugs in all its forms.
The cabinet approved a Foreign Ministry proposal amending some provisions of the Emiri Decision No. 14 of 1998 forming Qatar’s Permanent Committee for the Support of Al Quds.
Under the proposal, the committee shall be reconstituted under chairmanship of foreign minister and comprises three members from Foreign Ministry, one of whom acts as deputy chairman; a representative of the office of the prime minister; a representative of the Ministry of Public Health; a representative of the Ministry of Education and Higher Education; a representative of the Ministry of Finance; a representative of the Ministry of Endowments and Islamic Affairs; and a representative of the Qatari joint relief committee.
The meeting also approved foreign minister’s draft decision to create sections in administrative units of ministry and define their terms of reference.
It also approved the Qatar Financial Markets Authority’s (QFMA) proposal to renew the membership of the chairman and members of the QFMA appeals committee. The appeals committee, established within QFMA, is headed by one of the presidents of the Courts of Appeal and consists of two judges of the such court as well as two experts in securities dealings. It looks into cases and requests of stay of QFMA proceedings.
