N. Korea to make 'special' announcement: state TV

Seoul: North Korea said Sunday it would make a "special" announcement, as the regime is holding its first party congress in more than three decades.

A "special and important" announcement will be made at 3:00 pm (0700 GMT), the North's state television said, without elaborating further.
