Minister of Justice H E Dr Hassan bin Lahdan Saqr Al Mohannadi said the legislative development that Qatar has witnessed reflects the identity of its community and meets the legal needs that go hand in hand with the social and economic development.
The litigation processes have been eased in line with the Arab and international experiences from which the Qatari legislation has benefited, the Minister added.
The Minister was speaking to Qatari legal researchers, assistant prosecutors and lawyers under training who attended a training programme organised by The Ministry of Justice’s Legal and Judicial Studies (CLJS) department to update the trainees’ experience.
Al Mohannadi said that these training programmes embody the instructions of the Emir H H Sheikh Tamim bin Hamad Al-Thani in terms of focusing on the youth and have them benefit from the center’s experience and development which in turn serves the nation, community and the Qatari youth.
He later presented the trainees with the history of the Qatari legislation since 1961 which is considered the legal foundation period, where he praised all the people that served.
He also praised the new laws such as the financial system law, tenders law, law regulating exit, entry and residency of expatriate which abolished the (Kafala) system and replaced it with a contract-based system.
He further encouraged researchers to explore the Qatari legislation system and its evolution in a clear and scientific manner.
The Minister of Justice cited the draft law regulating the work of real estate brokerages as an example to the ways the Ministry of Justice considered the Qatari community’s needs and tried to meet them by issuing such a law.
The ministry is also in the process of offering further studies for high achievers with bachelor’s degree in law to study in universities in the UK, US and France to ensure high quality of personnel to contribute to the national development and out of the importance of this field, he added.
CLJS Director Fatima Bilal said that the center’s plan aims at providing a number of training programmes to improve the experience, skills and expertise of the trainees.
