Doha, Qatar: The Civil Service and Government Development Bureau (CGB), represented by the Institute of Public Administration, has launched the first edition of the ‘Trainers’ Excellence’ programme, a strategic initiative to develop a cadre of certified professional trainers to support excellence across Qatar’s government sector.
The launch took place in the presence of the President of the Civil Service and Government Development Bureau (CGB) and Secretary-General of the National Planning Council (NPC), Dr. Abdulaziz bin Nasser bin Mubarak Al Khalifa, underscoring the importance of the initiative in advancing Qatar’s public sector development agenda.
The programme attracted a distinguished group of practising professionals from various government entities, reflecting strong interest in enhancing training capabilities and professional development within the civil service.
The initiative seeks to equip participants with the knowledge, skills, and competencies required to deliver high-quality training programs in accordance with internationally recognised standards and modern professional practices.
The ‘Trainers’ Excellence’ programme forms part of the Bureau’s broader efforts to strengthen institutional capacity and invest in human capital development, which remains a key pillar of Qatar’s national development strategy.
By creating a network of qualified trainers, the programme aims to improve the effectiveness of learning and development initiatives across government institutions while ensuring that public sector employees have access to high-quality training opportunities.
Officials highlighted that the initiative is designed to establish a sustainable training ecosystem within the government sector by developing local expertise and reducing reliance on external training resources.
Participants will undergo comprehensive professional development designed to enhance their instructional techniques, communication skills, training design capabilities, and evaluation methods, enabling them to effectively transfer knowledge and support organisational growth. P3

The launch aligns closely with the priorities outlined in the Third National Development Strategy 2024-2030 (NDS3), which places significant emphasis on building a highly skilled and productive workforce capable of driving national progress and achieving long-term development objectives.
Human capital development is considered one of the key enablers of Qatar’s transition toward a knowledge-based economy, with government institutions playing a critical role in fostering innovation, efficiency and service excellence.
CGB has consistently emphasised the importance of continuous learning and professional development as essential components of public sector modernisation. Through such initiatives, the Bureau seeks to strengthen the capabilities of government employees and ensure that training programmes are delivered by highly qualified professionals who can meet evolving organisational needs.
The programme also supports ongoing efforts to enhance civil service performance and improve government service delivery by fostering a culture of learning, knowledge sharing and professional excellence.
By empowering trainers with advanced skills and internationally recognised methodologies, the initiative is expected to contribute to the development of a more agile, capable and future-ready government workforce. As Qatar continues to implement ambitious development plans under NDS3, initiatives focused on talent development and institutional excellence are expected to play an increasingly important role in supporting national priorities.
The launch of this programme represents another step toward strengthening government capabilities and ensuring that public sector institutions are equipped with the expertise needed to deliver world-class services and achieve sustainable development goals.
