Brussels attacks a 'failure' but Belgium not a 'failed state': PM

Brussels: The March 22 Islamic State attacks in Brussels signalled a security "failure", Belgian Prime Minister Charles Michel admitted Wednesday, but he rejected the notion that his country was a "failed state".

"When there is an attack like that of course that's a failure and nobody can deny this," he told reporters in Brussels. But, he added, "I cannot accept the idea that we're a failed state."
