The Senate public order and dangerous drugs committee sought a total overhaul of the country’s 43-year-old anti-carnapping law by putting more teeth and increasing penalties.
The call was made by Sen. Grace Poe, committee chairwoman, in a sponsorship speech seeking the passage of a proposed amended anti-carnapping measure which is a consolidation of six bills and resolutions.
Poe expressed alarm that carnapping has become ‘’more rampant, more blatant and more heinous over the past years.’’
‘’And it is now time to plug the loopholes in the law to adjust to the economic requirements of the present and to stop the reign of terror of criminal syndicates engaged in carnapping,’’ Poe said.
The Senate committee report read by Poe noted the passage on third and final reading a similar version by the House of Representatives. The report will be used as basis for debate on the Senate session hall.
