Doha, Qatar: The Civil Service and Government Development Bureau (CGB), represented by the Institute of Public Administration, announced the launch of the fifth edition of its ‘ Tafawuq’ leadership programme for 2026, as part of ongoing efforts to develop national leadership capabilities and strengthen the readiness of government personnel to meet the evolving demands of institutional work.

The programme aims to equip current and emerging government leaders with the knowledge, skills and competencies needed to enhance institutional performance, improve administrative efficiency and prepare government entities to respond effectively to future challenges and changes.

According to an announcement on the CGB’s official X account, the fifth edition targets three main categories of government employees, including department directors, heads of divisions, and promising second-line leaders in government entities.

The programme is designed around specialised training tracks that focus on strengthening strategic thinking, improving decision-making capabilities, developing leadership and team management skills, and enhancing participants’ ability to lead organisational change.

Through these areas of focus, the initiative seeks to build a generation of qualified government leaders capable of translating institutional objectives into practical outcomes, fostering innovation and contributing to the continued development of Qatar’s public sector.

The programme also places emphasis on developing the leadership competencies required to manage increasingly complex institutional environments.

Strategic thinking and effective decision-making are central to this approach, enabling participants to assess challenges, identify opportunities and make informed decisions that support organisational priorities.

CGB stated that the programme seeks to reinforce these capabilities among participants, recognising the significance of capable leadership in achieving institutional goals.

As government institutions continue to adapt to changing requirements, technological developments and evolving public service expectations, leaders must be equipped to guide organisational transformation while ensuring continuity and efficiency.

The fifth edition also aligns with the broader objectives of strengthening government human capital and building sustainable leadership succession pathways.

By targeting promising second-line employees alongside department directors and division heads, the programme supports the preparation of emerging national talent for greater responsibilities and future leadership positions.

The programme’s objectives also encompass fostering a culture of innovation, supporting change management and enhancing communication and problem-solving skills. In addition, it highlights the potential of artificial intelligence in supporting institutional performance, reflecting the growing importance of digital capabilities in modern government administration.

The programme, which commenced in October, is extended to this month, reflecting CGB’s continued commitment to investing in national competencies and strengthening the capabilities of government personnel.
